There is definitely an appetite in US Congress to punish those companies which have been most responsible for the last 20 years of pollution, and this week a US bill – and we admit that this is unlikely ever to become law – has been presented to Congress asking for a $500 billion ten year tax targeting companies like ExxonMobil and Chevron.
