The Australian government has continued its aggressive attempts to fund Carbon Capture and Storage (CCUS), with $182 million for CCUS, split across R&D, commercialization, identification of suitable sites, design and construction. This funding will come via the Australian Renewable Energy Agency (ARENA), if regulatory directives issued by the federal Energy Minister Angus Taylor are followed. But ARENA is supposed to fund only renewable energy projects, and the Energy Minister does not have the authority to change its mission, only to direct how it goes about that mission. That’s one of the grounds on which barrister Fiona McLeod SC has warned that the regulations are unlawful.
