Charter rolled out its TV Everywhere service Spectrum TV Choice in February 2018. Early reviews described it as just as bad as the cable TV service and now it looks like Charter might just go ahead and license Comcast technology.   Operations and figures: Charter saw its video base shrink by 77,000 subscribers in Q3 2019 to 16.1 million, marking an annual decline of  415,000 subs. The Spectrum internet business ended the quarter with 24.6 million subscribers, gaining 351,000 subs in a year.
