A little over five months ago China’s National Energy Administration’s General Department published a “Notice on Submitting the Pilot Scheme for the Development of the Roof Distribution Photovoltaic of the Whole County (City, District)”. What has followed is a constant stream of programs developed by local governments to meet the centrally declared initiative – a common occurrence in China’s surprisingly decentralized state bureaucracy. The NEA’s June announcement, and all the local pilot projects and full promotion policies to follow, will become the main driving force of the Chinese residential sector’s growth.
