The European Commission yesterday launched Global Gateway, which on the surface appears to be a generous helping hand to poorer global communities that was being asked of it during COP26, to help upgrade digital, climate change, heath transport and education, and it has promised to “mobilize” €300 billion by 2027. The word mobilize implies that the EU will put in some and the rest will be private money that comes in on the back of its initiatives. And hidden within this initiative is the idea that as well as member countries offering export credit guarantees for projects, the whole of the EU will create a single instrument for export credit guarantees, but this time with a green tinge, not coal…
