The Intergovernmental Panel on Climate Change (IPCC), the UN’s climate change science body, has released its sixth Climate Report – with the most vivid forecasts of doom and destruction yet. The phrase “code red for humanity” has been used by the UN Secretary General. The report is fortuitously timed, after the Biden Administration’s bipartisan US infrastructure bill, but before a more ambitious “Green New Deal” is attempted. The Senate balanced 50-50 plus Kamala Harris’ tiebreaker, but 60 Senate votes are required to get a controversial bill past filibuster, although if it is dressed up as a budget bill, it can pass on 50 votes.
