The world’s largest exporter of crude oil – Saudi Arabia – unveiled a huge plan on Saturday to reduce its carbon emissions. Despite no ‘net-zero’ deadline in sight, and a heavy reliance on carbon offsets, global leaders will take what they can get from a country which is among the most entrenched in fossil fuels.
