President Trump has proposed a record $4.8 trillion budget for the 2021 fiscal year. It would have been foolish to expect a renaissance of environmental policy – so it’s hardly surprising that only 0.01% of this is earmarked for renewable energy. With federal funding almost negligible in the terms of renewables projects, states like New York and California will therefore have to find strength from within if they want to reach ambitious decarbonization targets.
