The United Nations Environment Program has published a report this week, revealing the unfettered export of highly polluting vehicles to poor parts of the world including Africa, Central America and parts of the Asia Pacific. The author’s aim is to try to begin a policy debate which takes in over 146 countries and stops Europe, the US and Japan getting rid of dirty unsafe cars. The report promises to be one of those watershed policy moments which first defines/uncovers a problem which we then spend the next ten or twenty years trying to solve.
