Hutchison, having failed in its bid to acquire Telefonica’s O2 UK unit, is now embroiled in another regulatory web over its desire to merge its 3 Italia subsidiary with Vimpelcom’s Wind Italy. In the UK, it tried to address regulators’ fears about reducing the number of MNOs in a country, by introducing major new MVNOs, including broadband and pay-TV players, into the mix.
