China’s National Development and Reform Commission (NDRC) has directed provincial governments to advance green hydrogen production as part of a broader green energy strategy. The initiative, outlined in the “Guiding Opinions on Vigorously Implementing Renewable Energy Replacement Action” issued with the National Energy Administration and other federal ministries, targets specific economic sectors for decarbonization through hydrogen. According to the IEA (International Energy Association), China was the top end-user of hydrogen – that is mostly grey of course – in 2022 with North America coming in second.
