More regulators are announcing plans for 5G spectrum auctions, and having to draw a difficult balance between raising money for their governments, and encouraging operator investment by making airwaves affordable. The Indian regulator, TRAI, has erred too far on the side of revenues in some of its past auctions, and is trying to make 5G spectrum more attractive this time around. Meanwhile, in Hong Kong, there are proposals to allocate 5G airwaves for free to boost early roll-out. TRAI is recommending that the Department of Telecom (DoT) offers all the available spectrum in nine bands, some of them – particularly 700 MHz and 3.3-3.6 GHz, likely to be early candidates for 5G.
