The European Commission has announced yet another support scheme for solar manufacturing, this time the European Solar Charter. The proposal sets out voluntary actions which could be taken by member states to support the EU solar manufacturing industry, such as accelerated permitting for power projects and factory projects. It doesn’t mention tariffs to keep China out, but does propose ‘ambitious’ non-price criteria which we imagine could include carbon emission requirements structured to keep out Chinese products (polysilicon mostly comes from Xinjiang and Inner Mongolia, which are still mostly coal-fired areas).
