Portugal is the latest country to seek to reverse the trend for MNO consolidation and encourage a new entrant to the market at the 5G stage. Its regulator, Anacom, has published proposed rules for a spectrum auction, to be held in April, and is keen to lower the barriers to entry for a new player – with Spain’s Masmovil firmly in the frame.
