The Department of Commerce (DoC) has issued its final ruling in the Anti-Dumping and Countervailing Duties (AD-CVD) case, now finding that all four of the examined countries (Thailand, Malaysia, Cambodia, Vietnam) and five of eight examined companies (BYD Hong Kong, New East Solar, Canadian Solar, Trina Solar, and Vina Solar) were guilty of tariff circumvention, while Hanwha Qcells and Jinko Solar in Malaysia are off the hook along with Boviet Solar in Vietnam, as long as they self-certify under future audit.
