The Australian Photovoltaic Institute (APVI) has published a report funded by the Australia Renewable Energy Agency (ARENA) which outlines a pathway for Australian domestic solar manufacturing. APVI wrote this working with Deloitte, the Australian Centre for Advanced Photovoltaics (ACAP), AGL, Aspiradac, Energus, Siemens, Sundrive, TindoSolar, and 5B. APVI leads in with quite the valid point that Australia has a very strong global position on photovoltaic research, which it has retained even as almost all of its manufacturing atrophied over the past two decades.
