Dutch regulator Agentschap Telecom says that five bidders will take part in a major multiband spectrum auction, set to begin on October 31. The participants are the three incumbent cellcos ‘ KPN, T-Mobile and Vodafone ‘ plus MVNO Tele2 and a joint venture of two cablecos, Ziggo and Liberty Global’s UPC. Tele2 is pursuing the same strategy it adopted in Denmark and other markets, of starting as an MVNO and then acquiring spectrum to transform into a fully fledged, and cost competitive, carrier (the disruptive Free Mobile in France learned some lessons from this).
