Satellite operator Globalstar looks set to embark on the latest phase in its quest to leverage its various spectrum holdings to establish a business model that spans satellite and terrestrial services. Former Qualcomm CEO Paul Jacobs is to be Globalstar’s new CEO, and brings with him most of the senior technology executives from his current semiconductor start-up XCOM. Globalstar will license key technologies and intellectual property (IP) from XCOM, providing it with new capabilities in dynamic spectrum usage.
