The European Commission has leveled a €4.34 billion fine against Google (more than $5 billion) for tying Android to search and Chrome browsers and other services on smartphones. Essentially the Commission defined the market as all licensable mobile operating systems, which it said Google had a 95% market share in (outside of China), and also pointed out that even on Apple phones, which had a non-licensable OS, Google is the default search engine – so Google is utterly dominant and today, about 80% of smart mobile devices in Europe, and worldwide, run on Android.
