The last Democrat controlled FCC inserted into the merger terms and conditions for allowing Charter to buy Time Warner cable, a requirement to buildout to another 2 million homes, where one million of them had to go to homes where an existing cable operator already offered broadband service. The political point there was to ensure that 2 million homes which only have one or at most two broadband suppliers, are given access to yet another broadband supplier.
