When it came to innovation, pay TV operators had been slacking for yonks, so the FCC felt it was time to give OEMs a chance. The proposed document would turn US set tops into retail devices which were bought based on consumer preferences, such as UI and potentially non-MVPD content relationships. However, this meant that operators lost control over their own UI – a pill that seemed too hard to swallow.
